Member of the USSR Academy of Arts and the National Union of Artists of Ukraine. Graduated from the Lviv Institute of Applied and Decorative Arts. In 1978 graduated from the Institute of Painting, Sculpture and Art Pedagogy.
Winner of the contest "Man of the Year" in the nomination "Artist". The name of the artist is known far beyond the borders of Ukraine. His works are kept in private collections in Israel, USA, Canada, Italy, Austria, Kazakhstan, Ukraine, as well as in the Art Museum of Vinnitsa, the Embassy of Ukraine in Kazakhstan, the Ministry of Culture and Art of Ukraine in Kiev, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, the Administration of the President of Ukraine, the Embassy of Ukraine in Austria.

Советский украинский живописец. Члкен СХ СССР, НСХУ. Валентин Антонович Тишецкий родился 20 сентября 1951 года в Крыжополе, Винницкой области, рисованием увлекался с детства. Член Национального союза художников Украины с 1993 года. В школьные годы мечтал стать не художником, а писателем. «Мы часто переезжали, помню, как меня захватывала красота Дмитрашковки, где отец восстанавливал войной разрушенную мельницу. После г. Львов. Где мы жили двенадцать лет и я посещал художественную школу », — вспоминает Валентин Тишецкий. Там же во Львове закончил подготовительные курсы Львовского института прикладного и декоративного искусства. Профессиональное образование молодой художник из провинциального городка получил в г. Москве. В 1978 году окончил Московское художественное училище «Памяти 1905.» (Ныне институт живописи, скульптуры и художественной педагогики). Возможно, именно поэтому и считает себя Валентин Тишецкий представителем Московской школы живописи, элементы и традиции которой стремится передать в своих полотнах. Работает художник в области станковой живописи. В его работах ощутимый дух нашего южного Подолья.  Работы Валентина Тишецкого, как и он сам, покоряют своей простотой, правдивостью, мягкостью, что придает им неповторимую притягательную силу. В своих картинах художник умело создает чарующий мир и приглашает зрителя насладиться красотой увиденного.
