What customs documents are needed to export artworks from Europe?

When selling artworks within the EU, no special documents are usually required. When exporting outside of the EU, some countries require additional documents:

ARGENTINA

How to export artworks from Argentina?
The documents required to obtain a permit to ship a work of art from Argentina are as follow. They take about 2 days to be obtained.

  • The export invoice E where it declares the title of the work, the measurements and the materials used with the FOB incoterm.
  • Photocopy of the identity card or full passport of the exporter (if foreign).

  • Full digital form image note with author data and visual arts file number, with original signature. (attached to this form "CUADRO NOTA") - Visual arts certificate (on behalf of the exporter) http://www.cultura.gob.ar/tramites/.

ITALY

How to export artworks from Italy to outside of the EU?
In Italy, artworks more than 70 years old, or more than 13500 EUR require an autorisation from the Ministry of heritage and culture. If the artwork is more than 70 years old, but worth less than 13500EUR, you will simply need a contemporary art auto-certification from the SUE (computerized export office system).

GERMANY

How to export artworks from Germany to outside of the EU?
In Germany, for exportation out of EU with an amount superior to 1000EUR, the EORI and INE is required from sellers. Seller must register an EORI number on the German Customs website:

PORTUGAL

How to export artworks from Portugal to outside the EU?
Major carriers like (DHL, UPS, FEDEX, etc...) will handle the Export Declaration with the following documents attached to the package. If you use a standard postal service, you may have to provide the export declaration (DU) yourself for values higher than 1000 euro, or hire someone to do it for you. For values lower than 1000 euro, there's no obligation for the export declaration with postal services.

  1. Invoice
    You must be registered as an artist at "Autoridade Tributária e Financeira" and must provide an invoice either issued online at their website (https://www.portaldasfinancas.gov.pt/at/html/index.html) or by a software certified by them. No other invoice is accepted by customs, meaning the "Sale Invoice" created by Artmajeur has no legal value for customs clearance in Portugal. The invoice must clearly state the HS Code of goods and origin and your EORI number.

    Note: for high values artworks
    For high values, a REX number may be mandatory depending on the country you are exporting to. For the UK, for example, this value is > 6000 euro, per invoice, meaning the total amount of the invoice is what counts, regardless of the number of artworks invoiced in the same invoice. In such cases, the REX number must be provided in the invoice. In the other cases, the EORI number is enough.

For selling within the EU countries, no paperwork is necessary except Artmajeur's Commercial invoice.
