F. Filincieri Santinelli nasce a Roma nel 1955.
Formatosi alla scuola di Lino Tardia, dopo i rituali diplomi italiani, e la partecipazione alla Olivetti Exibition, F.Filincieri Santineli, dal 1980 al 1993 , vive e lavora a New York . A New York F.Filincieri Santinelli consegue il Master all "Parson School of Design"fra i suoi insegnanti l’artista Paul Resika. , vincendo nel 1985 L'HELENA RUBINSTEIN Foundation Fellowship for excellent.
Nel 1993 Torna a Roma dove attualmente risiede.
Il suo lavoro pittorico è fondamentalmente senso emozionale del colore che, trattato con sottili velature, rimanda allo sguardo come senso di perduto, non come melanconia del tempo perduto, piuttosto del futuro.
Sono paesaggi urbani, quasi sempre silenti che pur privi della figura umana, ne lasciano sentire la presenza, il sapore di una vita possibile che pulsa nascosta nei palazzi , vecchie fabbriche , automobili abbandonate lungo i bordi della strade.
Nel recente con la serie dei cuori l’artista cerca l’atra parte della melanconia; il cuore come rapporto tra le cose e l’uomo, motore di ogni sentimento umano. Ancora una volta, coraggiosamente, tenta di darci la misura di ciò che più ci mancherà nel futuro.
È fondatore e presiede l’Associazione Comunità X di Roma, dove con Giancarlo Savino e N. Spezzano fondano il Museo urbano di Roma.
Nel 2007 partecipa alla collettiva 13X17, curata da Fhilippe Davorio per Padiglione Italia della Biennale di Venezia.
Nel 2010 la rassegna presso il museo archeologico di santa Maria Capua Vetere
