Oeilme, was born in Harfleur in Seine-Maritime, France. He spent his childhood in the town of Rouelles, near Le Havre, where he studied building. After graduating as a civil engineering draftsman, he started painting in his bedroom and made his first canvases and charcoal portraits.

Despite his professional obligations, he continued to paint every year to relax from his work. In 2019, after several years, one of his children encouraged him to resume his drawings and show them to the public. This is how he decided to resume his passion for painting.
By using topical subjects for his canvases, Oeilme was able to deal with periods of life that have been reported, such as the fire at Notre-Dame Cathedral in Paris, the COVID-19 pandemic and the consequences of confinement. as well as the war in Ukraine in 2022. His works convey the emotions and thoughts reflected by these events and he was able to use them to create more meaningful and profound works for his audience.
