Paco Cotero nació en Santander, aunque también recibió el influjo de Castilla, ya que durante parte de su infancia y adolescencia vivió en Ávila y Burgos. Curso estudios universitarios en Oviedo y Madrid. Actualmente reside en Reinosa
En su primera época como estudiante en los jesuitas recibe paralelamente una fuerte influencia intelectual del abogado laboralista Luis Campos, y de Javier Abasolo, gerente de la editorial siglo XX, a quienes en cierta medida atribuye los matices de su obra y su pensamiento.
En 1976 funda la revista Tamiz en la Escuela Superior de Minas de Oviedo, con el propósito de crear un medio de expresión alternativo dentro de los círculos universitarios de la época de la transición española.
Durante su estancia en Reinosa, comparte amistad e inquietudes con el pintor Celestino Cuevas, quien le introduce en el mundo de la pintura. A partir de este momento Paco Cotero inicia su faceta como pintor, que combina con la creación literaria habiendo publicado su primer libro de cuentos Alex son 5 minutos en el año 2005
