In the history of regional art VM Padun came during the independence of Ukraine. In addition, there was an unspoken taboo on everything national and what did not fit into Soviet ideology. Among the art critics who touched the artist's work were O. Godenko-Nakonechna and V. Starchenko, who covered it in the local press in the context of another exhibition. There were several radio and TV shows featuring the artist. Padun's creative work is briefly mentioned in the album "Artists of Dnipropetrovsk Region" (2004) and in the dissertation research of O. Svitlychna.

Among the regional artists of Dnipropetrovsk region, the figure of Volodymyr Makarovych Padun occupies a prominent place. Born in the Zaporozhye region and absorbing its beauty, he tries to preserve it and convey his feelings to it through the prism of his artistic sense. He was born in the Zaporozhye region in the village. Plavni near Velykyi Luh in 1942, graduated from Dnipropetrovsk Art School, became a member of the Union of Artists of Ukraine since 1990, a master of folk art. During the period of his creative activity the artist organized a number of personal exhibitions: 1989 (Lviv), 1990 and 1997 (Dnipropetrovsk), 2002 (Kyiv, Dnipropetrovsk). The artist's creative work developed in two directions: decorative painting and painting. The first group includes the master's creative works "ornamental-symbolic conceptual compositions, based on coded abstract perception of the world and thorough knowledge of the history of ornament, the sign system of Ukrainian folk decorative and applied arts. The second is etude painting, "decorative works using a sign system in their traditional national symbolic interpretation" and painting of the "striped period".
