秦小平，著名华山风光摄影家，中国摄影家协会会员，中国艺术摄影学会会员，陕西省摄影家协会会员。就职于陕西新黄工机械有限责任公司营销总公司市场处，从事产品宣传推广20年。
从1980年自学摄影，业余从事华山风光摄影，25年百余次上华山拍片，并多次登上华山周围的高山：王道岭、白云峰、三公山。从用135相机到120相机、4X5英寸座机，每次都要重拍一遍华山。被誉为“华山摄影第一人”。贾平凹赠题字“华山歌者”。
从1984年开始使用彩色反转片进行华山风光摄影。在近十年的探索中充分掌握了各种反转片的特性。创造性地运用色彩漂移法，使作品产生奇特的色彩；九十年代初在国内率先运用彩色片创作单色灰调风光作品，并形成自己独特的风格；一改华山风光摄影以机遇性为主的方法，注重机遇与创意的并用，提高作品的表达和意境；突破了华山风光摄影只表其形不重其意，赋予作品更多更深地内涵，使华山风光摄影达到一个新的阶段；自费出版多种《华山》摄影集，为华山的旅游经济发展做出了重要贡献。
作品曾获《中国华山》摄影大赛一等奖、三等奖、优秀奖。多次在《中国摄影》、《中国摄影报》、《大众摄影》、《中国摄影家》、《人民摄影报》等摄影报刊杂志上发表。1996年出版《秦小平华山风光摄影集》（大16开、陕西人民美术出版社）。1997年在陕西省美术家画廊举办《秦小平华山新疆风光摄影》展。1998年出版《华山》摄影集（12开、中国摄影出版社）。1998年出版《华山风光》明信片（陕西旅游出版社）。2002年出版《华山》摄影集（大24开、中国摄影出版社）。2005年出版《仙石峪水——华山仙峪》摄影集。2004年华山作品被收录《中国传世风光摄影》画册、《中国摄影家摄影作品鉴赏》画册。两次获《中国摄影》专业反转片优秀摄影师提名奖。
