Initié au dessin dès son enfance par son père, c'est vers l'âge de 20 ans que Maurice Boulogne commence à peindre. Visitant les musées et les centres d'art en France et à l'étranger, parcourant les expositions et les médiathèques, explorant les grands courants artistiques de l'histoire de l'art, il va faire son apprentissage en choisissant se confrontant aux sujets traditionnels (paysages, portraits, natures mortes...).
Désirant approfondir sa technique, il suit les cours de peinture à l'Ecole des beaux-Arts de Lille en 1982 et 1983 puis les cours de sculpture de l'Ecole des Beaux-Arts de Douai en 1984. Il suit également les cours de gravure à l'Académie des Beaux-Arts de Tournai (Belgique) entre 2007 et 2010.
Privilégiant les échanges culturels, cherchant à renouveler son inspiration et à confronter ses techniques, il voyage en Allemagne, Autriche, Belgique, Pays Bas, Grande Bretagne, Espagne, Portugal, Italie, Hongrie, République Tchèque, Slovaquie, Roumanie, Bulgarie, Grèce, Turquie, Sénégal à la rencontres d'autres artistes.

C'est dans cet esprit qu'il a organisé des résidences avec des artistes sénégalais et des échanges france-Sénégal. En 2010, Il s'est installé en Roumanie 8 années au cours desquelles il a côtoyé de nombreux artistes roumains et participé avec eux à des camps de création et des symposiums en Roumanie, Bulgarie, Turquie, Grèce et Italie.

Inspiré par le cinéma italien, il a résidé 3 années en Italie du Sud (région Basilicate) puis est rentré en France pour des raisons familiales. installé à Dunkerque il a repris une activité de graveur et est inscrit aux ateliers du Musée de l'Estampe de Gravelines.

Participe à de nombreuses expositions personnelles et collectives en France notamment à Paris (Salon d’Automne en 1979 et 1987, Salon des Indépendants en 1981, Salon de Mai en 1989) et à l'étranger.
Réalise de nombreux décors pour le théâtre et la danse

Activités annexes :
- intervenant en "sémiologie de l'expression" chez l'enfant (de 1984 à 1993)
- Porteur de projets de coopération Internationale (échanges et accueil en résidence d’artistes contemporains africains, et séjours au Sénégal en 2002 et 2003)
- Membre bénévole depuis 1997 de l’Association « Arts en Cambrésis » de BUSIGNY
