JAIR RÍOS nace el 4 de octubre de 1975 en la ciudad de Cartagena-Colombia. En 1985 se traslada a Venezuela, adquiriendo la nacionalidad venezolana, y en 1987 inicia sus estudios académicos de arte.
Sus primeros trabajos son de carácter lineal y de trazos muy desenvueltos, mostrando una fuerte tendencia hacia los temas místicos-religiosos y simbolistas.
Luego fue concentrándose en temas mucho más sencillos y cotidianos, algunos enmarcados dentro de las tradiciones populares, las leyendas y mitologías indígenas, recalcando como centro de atención a la figura humana y la expresividad del color; haciendo mucho más hincapié en los matices, la iluminación, las texturas, la naturalidad y el realismo de la expresión de la figura o modelo que plasma en sus obras, buscando siempre una atmósfera íntima y subjetiva pero muy cercana al espectador.
