Guy-Charles Penard est un peintre amateur qui s'est formé soi-même sans suivre de cours de peinture ni d'études d'art. Il exerce un métier de dessinateur dans la fonction publique depuis 1994. Ses créations sont effectuées pendant son temps libre, comme activité ludique et sont mises sur internet pour partager. Il s'agit de peintures réalisées sur châssis entoilés ou alors sur cartons entoilés. Toutes sont de petite taille (maximum 70 cm en hauteur ou en largeur). Quelques unes ont été peintes à l'huile mais la plupart sont peintes à l'acrylique, qui est sa technique de préférence à cause de sa simplicité et de sa rapidité d'exécution. Les sujets représentés sont variés, allant du portrait au paysage en passant par la nature morte mais aussi par l'imaginaire.
