Norman Palléns Ortiz nace en Bridgeport Connecticut en 1959, hijo de padres puertorriqueños. A sus cuatro años llega a Quebradillas, Puerto Rico.
Siempre mostró interés y destrezas por el arte. Aunque no estudió arte siempre estubo relacionado con este. En sus años de estudiante y de funcionario público, él era el artista del grupo al cual todos sus compañeros recurrían.
En agosto del año 2002 comienza a estudiar en la Escuela de Bellas Artes de Arecibo, Puerto Rico.
En diciembre del 2002 participa en su primera exposición colectiva. En los años siguientes a expuesto con diferentes grupos de artistas y solo en mas de 30 ocaciones.
