Dan Dan Culcer este né le 15 juin 1941 en Roumanie dans le port-franc de Sulina. Fils d'un médecin et d'une enseignante originaire de Transylvanie. Maitrise de Lettres roumaines à Cluj. En Roumanie, il commence une carrière universitaire, suivi d'une intense activité de journalisme culturel, en tant que rédacteur en chef-adjoint et critique littéraire du mensuel Vatra de Târgu Mures, qu'il avait fondé en 1971, en compagnie de ses amis écrivains, Romulus Guga, Mihai Sin et Gavril Sedran.
Pour avoir étudié la littérature de l'exil roumain et pour ses contactes avec la Diaspora, il est poursuivi et surveillé par la police politique roumaine, la Securitate. Sous la pression constante de celle-ci, il décide de s'exiler en France, ou il vit depuis 1987.
En France il se lance dans les arts graphiques, sans abandonner la critique littéraire.
Il fait des études post-univesitaires de journalisme et de communication (Centre de formation et perfectionnement des journalistes-Paris, et Institut Français de Presse-Paris). Spécialisation en secrétariat de rédaction, maquette de livres et revues, affiches. Utilisateur avérti des logiciels Quark XPresse, de la série d'Adobe, il travaille sur stations Apple Macintosh depuis 1989. Graphiste et secrétaire de rédaction.
Activité artistique = Créations d'images numériques et de photos.
