José Carlos Balanza (Logroño, 1952) es uno de los artistas más destacados de La Rioja, con una obra contundente, sin concesiones, en la que materia y forma se adentran en referencias ancestrales. Usa diversos materiales y técnicas, que se convierten en meras herramientas de difusión de su mensaje. Reflexivo a la par que provocador, Balanza muestra una constante evolución, buscando a través de sus creaciones, más que respuestas, preguntas sobre la realidad y la percepción de esta, un desafío directo hacia el espectador, que no puede permanecer indiferente delante de su obra de arte.
