Rıfat Koçak,1971 yılında Tokat’ta doğdu. 1992’de Mimar Sinan Üniversitesi Güzel Sanatlar Fakültesi Resim Bölümü’nden mezun oldu. 1995 yılında Marmara Üniversitesi Atatürk Eğitim Fakültesi’nde Yüksek lisans eğitimini tamamladı. İlk kişisel sergisini 1993’te açtı. “ Kabus ve Korkular”, “Ayin”, “Helezonik Düşler”, “Atölyelerim”, “Balıkların Gecesi”, “Yokuş Aşağı”, “Tren Yolları” gibi dizi resimler yaptı. Koçak, çalışmalarını Bodrum Kızılağaç’daki atölyesinde sürdürüyordu. Sanatçının, yurt içi ve yurt dışı birçok koleksiyonda resimleri bulunmaktadır. 2020 yılımda ressam ve heykeltıraş Rıfat Koçak, Muğla'nın Bodrum ilçesindeki Kızılağaç Mahallesi’ndeki evinde ölü bulundu
