Родился в Москве в 1956 году. В 1975 году окончил архитектурный колледж. С 1979 по 1985 годы учился в МВХПУ (ныне Строгановская академия).
Член Международной Федерации Художников ЮНЕСКО с 1990 года. С 1996 по 1999 годы принимал участие в воссоздании Храма Христа Спасителя. Живет и работает в Москве. Неоднократный участник выставок на Малой Грузинской, в том числе принимал активное участие в выставке "Малая Грузинская, 28", Манеж 1991 год.
В своём творчестве художник продолжает и творчески дополняет классический русский авангард 20 столетия. Картины Саратова отличаются ясной, сбалансированной композицией, сочным вибрирующим цветом.
