Né à Caracas le 6 mars 1947. Suit des études à l'Ecole d'Arts Plastiques et Appliqués "Cristobal Rojas"; fait partie de l'équipe de direction de la Galerie "Pez Dorado", en même temps qu'il exerce la profession de dessinateur graphique à la Faculté d'Odontologie de l'Université Centrale de Caracas.
En 1967, fait son premier voyage en Europe et réalise à Paris ses premières oeuvres "constructivistes". En même temps, suit des cours d'Histoire de l'Art au Louvre, travaille comme assistant de l'artiste cinétique Vasarely et fait un stage de décoration à la Télévision française.
De 1970 à 1973, étudie à l'Ecole Pratique des Hautes Etudes (Sorbonne), la théorie de l'Art Moderne et le Bauhaus, sous la direction du professeur Hubert Damish.
En 1983, soutient un Diplome d'Etudes Approfondies en Arts Plastiques dont le titre est "Réflexions sur la possibilité d'insertion de l'artiste au Vénézuéla", Université de Paris VIII, sous la direction du professeur et critique d'art Frank Popper.
De 1967 à son décès en 2011, Luis Arnal a toujours vécu et travaillé à Paris.
