Were she wearing nothing, she might feel overly exposed and possibly not comfortable about her clothing choice.
But she is wearing a minimal garment that hides nothing about the form of her body and only hides the actual view of her nipples and external genitals. This "virtual nudity might or might not bother her, but it is the style of the times in the society in which she lives and she tolerates it so as not to appear odd to people she doesn't know and will probably never see again.
She is a victim of contradictory messages about what should be displayed and where and when, but we can but hope this does not make her uncomfortable because she is in possession of one of the examples of the prototype of beauty in civilization. She kindly shares that with her fellow humans and in so doing makes the world a more beautiful place and the world rewards her by making her body a focus of attention.
But her body on display is not just another pretty thing, it is herself, not all of what she is, but part of it, inseparable from who she is. It may not meet her ideals of beauty, but it probably meets someone's ideal, though she may or may not know of it.
Hopefully her choice to wear or not wear such a costume reflects her decision to accept and love herself as what she is. Hopefully it is comfortable and she is comfortable wearing it. It may be mostly only a symbolic covering but it is a real symbolic covering.
The rest of us, both those who share this choice and those who merely admire the view will see it with gratitude for the gift we are given and respect for the one displaying her body.
Life is filled with many things, both awful and sublime. Women's bodies are among the sublime things that we experience, more exciting for the viewer than the one wearing it. I appreciate them all.
