È stato un artista italiano, considerato uno dei protagonisti della scena artistica della seconda metà del XX secolo, le sue opere sono presenti nelle collezioni pubbliche e private di tutto il mondo.
La sua figura è legata al movimento del Nouveau Réalisme e della Pop Art internazionale.
La pratica del “Dècollage” adottata da Rotella, consiste nel ricomporre sulla tela frammenti di manifesti pubblicitari stappati per strada.
