Nascido a 16 de Dezembro de 1973 na cidade de Viseu, Portugal,
Filipe Rebelo, Phill Bello nome artístico, estudou no ensino secundário a variante de belas artes, durante estes anos teve o primeiro contato com diversos médias como o desenho a carvão, o desenho gráfico, pintura com guaxe e aguarela, acabando por optar pela pintura a óleo como projeto final do secundário.
Frequentou depois o curso de Pintura na Faculdade de Belas artes do Porto onde criou as suas primeiras obras.
Fez litografia e serigrafia, pintou cerâmica e fez variados trabalhos com stencil.
Fez uma exposição coletiva no Porto com outros alunos da Faculdade.
Mudou-se para Lisboa onde trabalhou como designer gráfico e ilustrador.
Seguiram-se várias exposições tanto privadas como colectivas.
Actualmente dedica-se apenas à pintura, recebendo encomendas de várias personalidades e empresas.
