Родился в 1981 году в Москве.
В 2004 году окончил МАрхИ.
С 2003 года – участник выставок в ЦДХ, МОСХ России, а также трех международных конкурсов «Москва – город мира».
С 2005 года проходят персональные выставки художника, в том числе в Московской Городской Думе, Всероссийском выставочном центре. Участник международных выставок живописи, графики и скульптуры в Сербии, России и Италии.
В 2004-2006 годах преподавал на кафедре живописи МАРХИ.
2007-2008 Участник выставок и аукционов в Международном Центре Славянской Письменности и Культуры (Фонд Ардена).
2009-Участник выставки в Госдуме "Инновации в обеспечении экологической безопасности для устойчивого развития России"
2010 - Персональная выставка в культурном центре "Покровские ворота"
Работы Д.Вельтищева хранятся в частных коллекциях России, Италии, Испании, Германии.
