Nata nel 1956, Charlotte Tuquoi, alias Pastels Et Velours, vive e lavora in Francia. È specializzata nel pastello su carta, un mezzo che le permette di catturare la finezza e la vivacità dei suoi soggetti. Influenzato da maestri come Albrecht Dürer, pittori fiamminghi, Frans Hals, Édouard Manet, Gustave Caillebotte, Rosa Bonheur, Maurice-Quentin de La Tour e Daniel Houard, il suo stile è caratterizzato da una grande attenzione ai dettagli e da una profonda sensibilità.
Dopo aver studiato storia e storia dell'arte alla Sorbona dal 1977 al 1980, dove ha conseguito un master, Charlotte ha lavorato come segretaria di redazione e giornalista presso La Gazette de l'Hôtel Drouot. Nonostante la sua passione per la pittura, che dura da una vita, ha osato fare il grande passo solo al suo arrivo nel sud-ovest della Francia, a Pau. Dal 1999 al 2004 entra in un piccolo laboratorio comunale di pittura a Bordes, dove sperimenta diverse tecniche.
Nel 2005, Charlotte si iscrive alla Bayonne Art School, dove segue corsi di disegno, modella dal vivo e pittura a olio fino al 2009. È durante questo periodo che affina il suo talento e sviluppa una vera e propria passione per il pastello secco.
Dal 2013 e dalla creazione dei Pastelli e dei Velours, si dedica esclusivamente a questa tecnica. Le sue opere rappresentano principalmente animali - domestici, lavorativi, produttivi - ma ha iniziato dipingendo le rane. Anche i bambini in spiaggia sono per lei una grande fonte di ispirazione.
Il suo lavoro si distingue per una texture ricca e una resa tattile che richiama le sue influenze classiche aggiungendo un tocco contemporaneo. Le creazioni di Charlotte Tuquoi, esposte in diverse gallerie e collezioni private, sono apprezzate per la loro delicatezza e precisione.
