Prior to an administrative career in local authorities in the Paris region, then as Director General of Services, successively at the town hall of the 4th and then the 11th arrondissement of Paris, Philippe Picquart practiced photography from an early age. He will indeed win his first camera at the age of 10, a Kodak Brownie Flash, on the occasion of a raffle organized by his school then will devote his pocket money a few years later to the acquisition of a Soviet-made Zenit 16, cheaper at the time than Japanese aircraft. Having become a follower of the Nikon brand in the early 1980s, he continued to practice film photography until the mid-2000s. During all these years he himself ensured the development of his films and the printing of his black and white photographs. by sharing the enlarger and the equipment of two of his Parisian friends. On this occasion, he will be introduced to the essential stages of photographic printing. On the strength of these years of personal training and various experiments, he subsequently led a photo club and passed on his passion for photography to many young people and adults. His double university course in urban sociology and then at the Ecole Polytechnique des Arts Cographiques was undoubtedly the source of his inspiration and his very personal photographic approach.
Nomadic artist, his work is born from his wanderings in the heart of cities, in New York and Paris but also in Bamako, Rabat, Nouakchott, Dakar, Niamey or Ouagadougou in Africa, in Hanoi, Ho Chi Minh, Manila and Bangkok in Asia. , in Belfast, London, Barcelona, Lisbon, Berlin, Warsaw, Riga, Tallinn or Vilnius in Europe.
His photographs have been presented in individual or collective exhibitions in France and Morocco.
He is also the author of the book of photographs Autour des Ftours - chronicles of breaking the fast - published in 2014.
Now released from his professional responsibilities within the Parisian administration, he devoted himself to photography and sought to develop his artistic approach through a more conceptual approach. He lives and works in France and Morocco.
