Avec le canal latéral à la Garonne, il est aussi dénommé « canal des Deux-Mers » car il fournit une voie navigable de l'océan Atlantique à la mer Méditerranée. Il a été prolongé par le canal du Rhône à Sète.

Au sens strict, le canal du Midi désigne la partie initialement réalisée, de Toulouse à la Méditerranée, du projet de canal des Deux-Mers, le projet en question ayant pour but de relier ensemble plusieurs tronçons de voies navigables en vue de joindre la Méditerranée et l'Atlantique : d'abord le canal du Midi, puis la Garonne, plus ou moins navigable entre Toulouse et Bordeaux, puis le canal latéral à la Garonne, construit par la suite, et enfin l'estuaire de la Gironde après Bordeaux.

C'est le commerce du blé qui motive la construction du canal. Colbert autorise le commencement des travaux par un édit royal d'octobre 1666. Sous la supervision de Pierre-Paul Riquet le chantier dure de 1666 à 1681, pendant le règne de Louis XIV.
